Course Description:

This course is designed to provide Florida Certified and Registered Electrical Contractors with a comprehensive review of the laws & rules that regulate their licenses.  By completing the course the licensee will become familiar with the distinction between laws and rules, the scope of licensure for various license types, standards of practice they must abide by, responsibilities of qualifying agents and business organizations, advertising regulations, consequences of unlicensed activity, including "renting out" a license, and the full range of penalties for prohibitions and violations of licensing laws and regulations.

 

Course Learning Objectives:

·         To develop an awareness of and appreciation for the laws and rules that electrical contractors and alarm system contractors must adhere to.

·         To distinguish between the various types of licenses and the scope of work their authorized to perform.

 

·         To outline the standards of conduct that contractors are expected to maintain.

·         To identify pertinent administrative rules, such as license display and advertising.

·         To fully review the grounds for disciplinary action and corresponding penalties for violations.

 

Course Outline/Timeline:

Section 1- Overview of Laws & Rules-                                                                     21.75 Minutes

Discusses how laws and rules come into being and why they exist in the first place; Pinpoints the relevant Florida Statutes and Administrative Codes relevant to licensed electrical and alarm system contractors; Provides an example for licensees to understand and distinguish between the laws and the rules; Reviews the various license types and the general requirements for obtaining licensure; Briefly describes the various types of business organizations and the role of the "Qualifying Agent"; Pinpoints the scope of work for each license type; Lists a few of the Exemptions for the applicability of F.S. 489, in particular the Owner as Contractor exemption, and the stipulations for that exemption.

Section 2- Standards of Practice-                                                                            22.5 Minutes

Specifies the responsibilities of Qualifying Agents and Secondary Qualifying Agents, and the appropriate course of action when a Primary Qualifying Agent ceases to qualify a business, including transferring to a new business and qualifying additional businesses; Reviews the requirement to maintain Liability and Property Damage Insurance and Workers' Compensation Coverage; Pinpoints the Standards of Practice and the definition of "Contracting"; Details the requirements for displaying a License Number and the definition of "Other Advertising Media"; Explores the enforcement of unlicensed contracting and the "Dangers of Hiring an Unlicensed Contractor" to expound on the seriousness of Aiding and Abetting Unlicensed Contractors; and presents a forum thread between contractors regarding their opinions on "Qualifying a Business" to illustrate the point and reinforce the responsibilities of Qualifying Agents.

Section 3- Violations & Penalties-                                                                           15.25 Minutes

Pinpoints the statutory prohibitions pertaining to electrical and alarm system contracting; Specifies the grounds for disciplinary action against licensees and applicants for licensure; Reviews the types of penalties that can be imposed for such acts; Explains how aggravating and mitigating circumstances can come into play; Discusses minor violations and the issuance of citations; and Reinforces that professional conduct is expected of each and every licenseholder.

Method of Presentation:  This is an online course that consists of collegiate-style lectures that have been professionally narrated by a qualified subject matter expert, animated with relevant graphics and media, and converted to Flash for web delivery to provide licensees with a first-rate learning experience.

 

Evaluation Method:

Licensees will be evaluated on their comprehension of the material covered by participating in three (3) short learning exercises, interspersed throughout the course, upon which successful completion of each is required before advancement to the next segment is allowed and credit may be obtained for course completion.
